Se ordenó remitir el expediente de la referencia al Tribunal competente para que le dé el trámite previsto en el Art. 86 de la Carta Política y el Decreto 2591 de 1991 para la primera instancia de las acciones de tutela, pues esa corporación es la competente para conocer de la petición de amparo del accionante y no el desaparecido Tribunal Nacional, toda vez que éste sólo era competente para conocer de las tutelas falladas en primera instancia por los jueces regionales, y para juzgar en primera instancia las acciones motivadas por una violación o amenaza ocurrida en el Distrito Capital que le servía de sede.

RESUELVE:
REMITASE el expediente de la referencia al Tribunal Contencioso Administrativo del Meta, para que le de el tramite previsto en el articulo 86 de la Carta Politica y el Decreto 2591 de 1991 para la primera instancia de las acciones de tutela, pues esa corporacion es la competente para conocer de la peticion de amparo de Luis Humberto Otero Gomez, y no el desaparecido Tribunal Nacional.
